During the initial "Scoping" phase of the Badger-Coulee review process, the Public Service Commission of Wisconsin (PSCW) provides an opportunity for electric customers, landowners, residents, business-owners and municipalities to affect the impact statement the state assembles. A form that takes 2-5 minutes to fill out all Wisconsn and regonal ratepayers to inform the Public Service Commission of Wisconsin (PSCW) of their household's energy priorities to become part of the Badger-Coulee review process. Fill out only one form per electric meter. If your have another meter for a business, file another form for that use. If you fill out the form on-line, you will receive a "Thank You" email that you can forward to friends and family in WI and across the Midwest with a personal plea. Submissions from persons not directly affected by potential corridors may be even more infuential.

Mail both of these forms to the Public Service Commission at address provided on the forms.
Maps for Sensitivities Described on Resident Forms. Print out a copy of the map pertaining to your town/location and add letters in locations pertaining to sensitivities described in your form.
Goals:
In adition to creating a list of your concerns, the information your neighbors submit will be used to create a listing of economic and cultural "sensitivites" in your community that the utilites do not show on their Natural Assets maps (green-shaded section, by town name) or Access Road maps (shaded beige-shaded section, by town). Include all potentially impacted cultural and economic assets well beyond the lmited area ATC and XCEL have accounted for. This can include all cultural and economic/business entities, by name, in your town that would be negatively impacted by reductions in tourist traffic and loss of scenic beauty affecting home building and other development. Also consider listing all water resources, animal life, plant life and other "sensitivities" that ATC and XCEL have not accounted for in the coridor selection process.
If you want to include potential, personal property value losses, see Kurt Keilsch's study for examples. To estimate loss in business income, consider affects of business you depend on that might experience hardship and close, reduced tourism and the ability of your community to attract new development and population. Consider heath and state health impacts using these resources and links. Real estate agents might be willing to help create estimates.
The state will also hold "scoping meetings" you can attend. All inout must be writing. These meetings will be announced by the PSCW. A select few landowners are expected to be notified by letter.
